In his understanding, Lucifer emptied Hell, closed its gates, and handed the Key to Hell to the visiting Sandman Morpheus before leaving. Afterwards, gods from various pantheons came to the Nightmare Realm, requesting Sandman to give them the Key to Hell so they could rule it. Ultimately, Sandman chose these two angels.
