Ultimately, the biggest criminals on the entire continent of Valoran are Noxus. Especially since Fahn knows very well that Amyst's Legion is adept at using alchemical and chemical weapons that cause pollution. For such a group to clamor about upholding fairness and justice and restoring peace is no different from Fahn dragging Zephyr to Janna – they have no good intentions.
